Vermilion Parish, LA Soliciting & Door-to-Door: Solicitor Permits (2026)

Article IV of Chapter 10 of the Vermilion Parish Code regulates itinerant and door-to-door vendors. Sec. 10-77 defines a door-to-door vendor as any person, firm or corporation, including agents and employees, engaged in the temporary or transient business in the parish of selling, offering for sale or exhibiting goods or merchandise, or exhibiting them to take orders. An itinerant vendor does the same thing but also hires, rents, leases, occupies or receives by donation a room or space in a building, structure or enclosure, or on a lot, from which the goods are sold.

Sec. 10-78 makes it unlawful for either kind of vendor to sell, offer for sale, exhibit for sale or exhibit to take orders for any goods or merchandise, when not required or invited to do so by the owner or occupant of a residence, without first obtaining a permit from the parish Police Jury.

The application differs by type. Under Sec. 10-79, the itinerant vendor supplies a full name and physical address, the location of the principal office and place of business, the location within the parish from which goods will be sold, and the name and address of each assistant, associate or employee. Under Sec. 10-80, the door-to-door vendor supplies a statement showing the kind and character of the goods, plus a certified copy of the charter for a Louisiana corporation or a certified copy of the permit to do business in the state for a corporation from another state.

Sec. 10-81 exempts sales where all of the proceeds go to a charitable or philanthropic purpose, crafts and arts fairs or festivals sponsored by a state nonprofit organization, garage sales, flea markets, and antique, stamp, arts, crafts, festival or fair exhibitions, and vendors of farm products, poultry, stock or agricultural products in their natural state produced by the vendor, or fresh seafood caught by the vendor. Sec. 10-82 allows business only between 8:00 a.m. and 8:00 p.m. The article prints no permit fee.
