Waynesville, MO Soliciting & Door-to-Door: Solicitor Permits (2026)

Section 700.090 of the Waynesville Municipal Code lists peddlers, solicitors and canvassers among the licensed occupations and prices that license at $25 per day, a daily rate rather than the annual fee most other business categories pay. To get that license, Section 700.040 requires the applicant to first fill out a City Clerk application naming the type of owner, the applicant's name, mailing address and identifying information, a description of the goods to be sold, and the length of time the license is wanted, and to pay the fee before the City Clerk will issue anything.

Separately, Section 210.100 addresses the uninvited version of the same activity: it declares it a nuisance, punishable as a misdemeanor, for solicitors, including beggars, peddlers, hawkers, itinerant merchants and transient vendors, to go onto private residences to solicit sales, peddle or hawk merchandise, or beg, when the owner or occupant never asked or invited them to come. The Chief of Police and his subordinates are charged with suppressing and abating that nuisance. Together, the two sections mean a licensed peddler can lawfully knock on doors that invite solicitors, but Section 210.100 still lets the City treat door-to-door selling at houses that never asked for it as a punishable nuisance regardless of whether the seller holds the $25-a-day permit.
