Chapter 44, article II governs parades, block parties and open-air meetings together. Section 44-33(a) makes it unlawful to hold a block party on any public way until a written permit is obtained from the village administrator. Subsection (b) requires the application at least 30 days before the event, naming the person or society responsible, the location, purpose, start time and expected duration; the village administrator can investigate the applicant and verify the stated purpose. Subsection (c) adds a requirement unique to block parties: the application must be accompanied by signatures of consent from a majority of the residents affected by the closure.

Section 44-34 has the village administrator confer with the police chief, fire chief and public works director before approving, disapproving or modifying the request, weighing factors like traffic impact, sanitation, noise, and whether the event would unreasonably interfere with residents' quiet enjoyment; the administrator may attach conditions such as a different time, place, duration limit, or required crowd-control measures. Section 44-36 lets the administrator require a public liability bond if needed to protect residents' lives and property, and § 44-37 lets the administrator revoke a permit for noncompliance with any of these standards.
