Section 44-33(a) bars holding a parade or procession, or an open-air public meeting, on or abutting a public way until a written permit is obtained from the village administrator. Subsection (b) requires the written application at least 30 days before the event, spelling out the desired route, starting time, duration, and the name of the person or society responsible; the administrator may investigate the applicant and verify the application's statements. Under § 44-34, the administrator confers with the police chief, fire chief and public works director and may approve, disapprove or modify the request, weighing 14 listed factors that include traffic impact, sanitation, potential for criminal activity, availability of emergency services, and whether an alternate location would better serve the event; the administrator can attach conditions such as a different time or place, duration limits, sanitation facilities, crowd-control procedures, or trained parade marshals.

Section 44-35 requires the permittee to comply with all permit conditions and to carry the permit on their person while leading the event. Section 44-36 lets the administrator require a public liability bond, with written notice of the amount and the reason it's needed, and § 44-37 authorizes revoking the permit for noncompliance with the standards for issuance.
