4302 as a block party held jointly by residents fronting a given street between two cross streets or a cul-de-sac. 4304 requires a written application to the Community and Economic Development Department, filed 21 to 90 days ahead with a nonrefundable fee and the consent of every occupied residential parcel on both sides of the street to be closed; the City Manager is authorized to order the actual street closure as part of issuing the permit. or last more than 10 hours; participation is limited to block residents and invited guests, with no admission charge and no outside advertising; a 15-foot emergency-vehicle lane must stay clear along the street; alcohol sales are prohibited and consumption on the closed street or sidewalk is barred; open-flame cooking under canopies is barred; and fireworks, including safe-and-sane fireworks, are barred on the closed street unless the Fire Department specifically approves a discharge location as part of the permit. The applicant must also sign an indemnification agreement and carry at least $1,000,000 in liability insurance naming the City as an additional insured.
