Mosinee, WI Special Events & Permits: Block Party Permits (2026)

Article VIII of Chapter 70 lets Mosinee residents temporarily take over a public street for a block party, block reunion or similar neighborhood use through a street use permit. Section 70-251 makes clear that streets are for public use generally, so the common council's grant of a permit is discretionary and comes with municipal regulation and control attached. Section 70-252 requires a written application filed with the administrator naming the applicant or organization, the responsible contact, the date and duration of the requested use, the exact stretch of street involved, the expected number of people, and a detailed description of the planned activity.

Section 70-254 requires the application to be accompanied by a petition, signed by at least 75 percent of the residents 18 or older living along the designated block, consenting to the specific use, hours and date; the code even prints the petition's required wording, including a line naming the person authorized to sign the permit application on the block's behalf. Section 70-253 requires the applicant or a group representative to appear before the common council when it considers the request. Section 70-255 sets the fee schedule: a flat fee for uses under one block, an added fee for uses spanning a full block or more, plus a further flat user fee whenever the closure requires rerouting traffic, and a still higher fee with a performance bond if the event's major activity is selling or promoting commercial products.

Section 70-256 lets the council require liability insurance and a performance bond, and section 70-257 lets the police department cut the event short if public safety is threatened or a permit condition is broken.
