Section 78-311 requires a parade permit from the chief of police before anyone may participate in or form a parade, defined by section 78-291 as any parade, march, ceremony, show, exhibition, pageant, procession or similar display on a street, park or other public place in the city. Funeral processions, students traveling to or from school activities under staff supervision, and government agencies acting within their functions are exempt. Under section 78-312, the applicant files with the chief of police not less than 30 nor more than 60 days before the event, on forms covering the organizer's contact information, the route, starting and assembly points, the number of people, animals and vehicles involved, start and end times, and the interval to be kept between units; the chief of police may accept a late application for good cause.

There is no permit fee. The chief forwards the application, with a recommendation, to the common council, which must find under section 78-313 that the parade will not unreasonably disrupt traffic, drain police or ambulance resources, block firefighting access, or create a likelihood of injury or disorder before issuing it. The chief of police must copy the application to the mayor, fire chief, public works director and administrator, and each permit fixes the parade's starting time, minimum and maximum speed, spacing between units, streets to be used and maximum length; the parade chairman must carry the permit throughout the event.
