Olathe has no separate block-party ordinance; a resident-organized street closure falls under the Chapter 5.05 special event permit because 'Special Event' is defined to include any use of a public street that requires a closure or limitation of the facility. Section 5.05.010 makes it unlawful to close or use a street for such an event without an approved permit from the City Clerk, and the sponsoring resident or group pays a fee the Governing Body sets by resolution. After the event the organizer must clean the street and restore it to its prior condition, or the City will do so and bill the cost.
