Chapter 29, Article IX of the Code of Ordinances defines a "Parade" as "a concerted walk, column, march, procession of any kind, or similar display consisting of twenty-five (25) or more individuals, or five (5) or more floats, moving together in or upon any public roadway, sidewalk, or other public property" whenever a street closure is required (§ 29-161). A smaller display of 25 or more people that does not need a closure is instead a "Procession," but both trigger the same special event permit process under § 29-162(a), filed online with the special event permitting office (§ 29-163).
Once a parade is approved, § 29-172 layers on parade-specific rules: floats cannot exceed 12 feet in height or 40 feet of occupied space in the procession, participants cannot throw items from floats, and organizers must submit an itemized list of each group fielding a float to the special events office at least 7 days before the parade. Parades cannot run longer than 90 minutes and must follow the established downtown parade route and staging areas kept on file at the special events office; barricades and other street-closure equipment have to come down within one hour after the parade ends. The city also will not authorize a parade route on an arterial street, per the "Local streets" definition in § 29-161, except for North 1st between Walnut and Cedar. A permit expires the moment the event ends and cannot be transferred (§§ 29-166, 29-167).
Violations & Fines
Running a parade without the required permit, exceeding the 90-minute cap, or violating any other condition is a misdemeanor under § 29-171, punishable by a fine of up to $500 for each offense, with each day of continuing violation treated as a separate offense. The City may also deny or revoke a parade permit if an official determines the parade would impair public health, safety or welfare, or if the applicant falsified the application (§§ 29-168, 29-169).
