020 as any event scheduled to take place in whole or in part on city property, expressly including events conducted on a city street, sidewalk, alley or other right-of-way, so a parade through downtown streets falls under this permit rather than only under the traffic code's street-closure rule. 020 puts the parks and recreation director in charge: an application goes to the parks and recreation department, is reviewed by all applicable city departments, and is approved or denied administratively by the director, who may issue a permit for up to twelve months if satisfied the event will not harm the public health, safety or welfare of the surrounding neighborhood.
