Section 12-2-502 treats public interest or special events, such as outdoor gatherings, block parties, carnivals, circuses, and outdoor concerts, as temporary uses requiring a City temporary use permit that specifies the event's location. Generally, these events can't be held on single-family lots unless neighboring property owners consent, as with neighborhood block parties. For any event on a public street, organizers must submit a parking and traffic circulation plan showing how non-event traffic will be rerouted, how residents will access their property, and where event and guest vehicles will park. The City may also require restrooms, waste containers, and a litter-removal guarantee.
