Section 10.44.040 makes it unlawful to engage in, participate in, aid, form, conduct, sponsor, or start a parade or athletic event on a City street, parking facility, sidewalk, or other public right-of-way without a permit approved and issued by the Director of Community Development, administered under Section 10.44.030. Funeral processions, students on school-supervised activities, and government agencies acting within their functions are exempt under Section 10.44.040(B). Section 10.44.060 sets the filing window at fifteen working days before the event, though the Director can accept a late application for good cause shown, excluding mere ignorance of the deadline.

Section 10.44.070 sets a sixty-dollar application fee, waived only for events exercising free speech rights, and Section 10.44.075 additionally requires a cost-reimbursement deposit for City traffic control and related services, also waived for free-speech events. The Director must approve or deny within two working days under Section 10.44.080, and Section 10.44.090 lists specific grounds for denial: an incomplete or false application, a conflicting event on the same date and location, unacceptable traffic or public-safety impacts, insufficient police resources, non-flame-retardant parade float materials, or an untimely application that cannot be processed in time.

Sections 10.44.055 and 10.44.056 require an indemnification agreement and at least $1,000,000 in public liability insurance before a permit issues, again waived for free-speech events. A denied or revoked permit can be appealed under Section 10.44.140, and Section 10.44.150 lets the Director revoke a permit for undisclosed grounds or violations of its terms. Violating the chapter, including breaking a permit's terms, is a misdemeanor under Section 10.44.180.
