Eden Prairie, MN Special Events & Permits: Parade Permits (2026)

Section 6.20, most recently amended by Ordinance No. 20-2008, requires a permit from the Chief of Police under Subdivision 3 before any parade, race, or public assembly takes place on public property in Eden Prairie; a public assembly is defined in Subdivision 2 as a gathering of fifty or more people on public grounds open to the public. Filing deadlines in Subdivision 4.A scale to the event: at least seven business days ahead for events with 200 or more people or thirty or more animals, seven business days ahead for any event using a public roadway or street, and four business days ahead for other public assemblies, though the Chief of Police can waive the deadline for good cause.

Subdivision 5.A sets the permit fee at $15.00 per day, due with the application, and Subdivisions 5.B and 5.C let the City also charge a deposit for contractual police and City staff overtime when the event's size or location requires extra staffing, calculated at regular salary plus fringe benefits under the annual fee resolution. Subdivision 6 exempts schools, City-sponsored events, and holders of a Large Group Use permit from the fee and application, provided they register with the Chief of Police at least five business days ahead when amplified sound or traffic impact is involved.

Subdivision 7.A requires the Chief of Police to issue the permit once ten listed public-safety findings are met, including that the event will not substantially interrupt traffic or interfere with firefighting equipment, and Subdivision 9.A makes staging any event without the required permit unlawful, with related prohibitions on obstructing a permitted event or exceeding the noise limits set in Section 9.41.
