Hackensack, NJ Special Events & Permits: Parade Permits (2026)

Chapter 148, Article II sets Hackensack's parade permitting rules at Section 148-8, most recently amended February 20, 2024 by Ordinance No. 01-2024. A "parade" is defined by cross-reference to Section 119-26 as a march or procession, and no one may organize, conduct or assist a parade on a public street or public place without written permission from the City Manager. Applications must reach the City Manager at least 10 business days before the requested date, or at least 30 business days ahead if the parade is expected to draw more than 500 participants.

The City Manager must respond in writing within five business days, stating any denial grounds and any conditions imposed on the time, place and manner of the parade; the ordinance is explicit that the City Manager cannot grant or deny a permit based on the content of the speech being communicated, only on legitimate public health, safety and welfare considerations, tracking Section 119-27's expressive-activity rules. A minimum of two law enforcement officers is required for every parade, and the applicant must pay in advance for any police overtime or extra-duty coverage the City Manager determines is necessary, plus any additional unanticipated law-enforcement costs invoiced after the event.

The permit fee is $200, refunded only if the City denies the application or the applicant notifies the City Manager within two business days of the determination that it will not comply with the imposed conditions; otherwise the fee is non-refundable. The City Manager may also postpone or cancel an issued permit for weather, emergency or other public-safety reasons, refunding the fee if the parade cannot be rescheduled.
