(2) The route to be traveled. (3) Whether the parade or other event will occupy all or only a portion of the streets in the proposed route. (4) The number, type and size of floats. Full Breakdown

Chapter 330, the Public Events Ordinance of the Township of Howell, was adopted 9-16-2025 by Ord. No. 25-34. Under § 330-3 a special event is a preplanned event sponsored by someone other than the Township that is expected to draw a large number of people, and the printed examples include parades and road races, along with festivals, street fairs, art shows and outdoor concerts. Funeral processions, school-sponsored events and governmentally sponsored events are exempt (§ 330-6(D)).

Filing: § 330-9 requires the application at the Township Manager's office no later than 30 days before the event, and a later filing is accepted only at the Manager's discretion. The applicant and the person in charge on the day must each be at least 18. Proposed hours cannot start before 8:00 a.m. or run past 10:00 p.m. A parade or race must also state the assembly point and assembly time, the route, whether the event takes all or part of the streets, the number, type and size of floats, and the material and maximum size of any signs or banners.

Review: the Police Chief, the Chief of the Fire Bureau and the Code Enforcement Director make a public safety assessment, and the Township Manager authorizes the permit on findings that include a route that moves from origin to termination expeditiously and without unreasonable traffic disruption (§ 330-10). The permit is approved, conditionally approved or denied within five business days of a completed application. Conditions under § 330-11 can change the date, time or route, require cones and barricades, and make the permit holder reimburse police and other Township costs. Sponsors must file a certificate for $2,000,000 general liability and $2,000,000 auto liability at least five days before the event (§ 330-14). Alcohol cannot be served on public property without special permission (§ 330-6(O)).

Violations & Fines

Section 330-7 sets a fine of up to $2,000 for failing to comply with the chapter, including holding a special event without a permit, and lets the Township terminate the event or issue a notice of violation. An aggrieved applicant or permit holder appeals conditions, denial or revocation to the Township Manager in writing within two days, and the Manager acts within three business days (§ 330-13). A permit revoked during the event carries no right of appeal.

Frequently Asked Questions

How far ahead must I apply for a parade permit in Howell Township?
Section 330-9 requires the application at the Township Manager's office no later than 30 days before the special event. A later application is accepted only at the Township Manager's discretion, so a late parade filing can be refused outright. The application must include the route, assembly point and float and sign details.
What route information does a Howell Township parade application need?
Section 330-9(N) lists the assembly point and the time units begin to assemble, the route to be traveled, whether the parade will occupy all or only part of the streets on the route, the number, type and size of floats, and the material and maximum size of any signs or banners carried along the route.
How much insurance does a Howell Township special event need?
Section 330-14 requires broad form comprehensive liability insurance naming the Township of Howell and its officers, employees, elected officials and agents as additional insured, with $2,000,000 general liability, $2,000,000 auto liability and statutory workers' compensation. The certificate is due at the Township Manager's office at least five days before the event.
What happens if a Howell Township event is held without a permit?
Under § 330-7 the organizer faces a fine of up to $2,000, and the Township can terminate the event or issue a notice of violation. Section 330-4 also bars advertising an event before a permit is issued, and § 330-6(B) lets the Township Manager revoke a permit or end an event to protect public safety.
