020 makes it unlawful to "stage, present or conduct any parade without first having obtained a permit," to knowingly participate in an unpermitted parade, or to knowingly violate a permit condition; funeral processions and government agencies acting within their functions are exempt. 010(E) to include any march, ceremony, show, pageant, foot race, bike race, athletic event or procession on a street, park or public place that interferes or tends to interfere with normal traffic flow. 030, the application goes to the City Clerk at least seven days before the event date, listing the organizer, route, start/end points, assembly points and times, estimated participants, vehicles and animals, and whether the parade will use the full street width.

The Chief of Police must act on a complete application within four business days, and by law "the speech content of the parade shall not be a consideration" in approval. 035 sets a $50 processing fee due at filing, plus a City Personnel and Equipment Fee for police, barricades and traffic control, waived when City-sponsored, government-sponsored, or when the cost is "de minimus" (expected at $350 or less). 035(C).
