Pearland, TX Special Events & Permits: Parade Permits (2026)

Chapter 29, Article I of the Pearland Code of Ordinances defines a "procession or parade" as "a group of pedestrians or vehicles standing or moving on a street, having a common destination, purpose, or direction, and acting under a valid city permit" (Sec. 29-1). That permit requirement is baked into the definition itself: without one, an organized group moving together on a Pearland street does not qualify as a lawful procession or parade under the traffic code. Once a parade or funeral procession is underway, Sec.

29-24 makes it unlawful for any driver to drive between the vehicles that make it up, or, per the companion rule at the end of that section, for any vehicle or person to interrupt, enter, or otherwise disrupt its free movement unless directed to do so by a law enforcement officer; the driving-through prohibition does not apply at intersections controlled by traffic signals or police officers. Separately, Chapter 20, Article VII governs special events citywide. Sec. 20-101 adopts "the special events policy attached to the ordinance from which this article derives" by reference, with the current copy kept on file in the office of the city secretary; the city council can amend that policy by resolution, effective once the amended policy is filed with the secretary along with a certified copy of the adopting resolution.

Sec. 20-102 sets the penalty: a person who violates the special events policy is guilty of a misdemeanor, fined up to $500, with each day of violation a separate offense, and no culpable mental state has to be alleged or proven in the prosecution. A narrower, older special-event permit track also exists for events held specifically in a city park or recreation area: Sec. 20-48 requires a permit from the parks and recreation department, a $25 application fee, and a certificate of general liability insurance of at least $500,000 naming the city as additional insured.
