Chapter 22 (Peddlers) classifies "periodic fairs, carnivals, bazaars, and other amusement activities" as a category of peddler requiring a permit under Sec. 22-3(1)(c), and the activity must still comply with every other ordinance or statute regulating fairs and carnivals. Sec. 22-4(1) requires the vendor or organizer to apply for and obtain the permit from the city secretary before conducting business, and Sec. 22-5 requires a written application listing the applicant's name, date of birth, driver's license number, a recent photograph, the goods or services offered, and the length of time business will be conducted in the city.

Sec. 00 per month for each assistant enlisted to help staff a booth. Sec. 22-10 requires a $1,000 surety bond conditioned on delivery of goods and indemnification of buyers, running for the permit term plus two years afterward. Sec. 22-8 requires fingerprinting and photographing by the Pearland Police Department, and Sec. 22-13 caps the city secretary's issuance time at ten business days once all requirements are verified. Vendors sharing a common outdoor booth area at a fair can instead qualify under Sec. 22-3(1)(g) if the booths are sheltered by a permanent roof with sides facing the right-of-way enclosed per the city's facade ordinance.

A narrow exemption in Sec. 22-3(3)(a) covers temporary outdoor activities sponsored by the owner, lessee, or tenant who already holds the certificate of occupancy for the permanent structure on that same property, so a store's own sidewalk sale or anniversary event does not need a separate peddler permit.
