Chapter 21, Article II splits parades into fund-raising and non-fund-raising divisions, but both require route approval before the event can proceed. Sec. 21-61 bars anyone from holding a fund-raising parade on city right-of-way except on a route approved by the city manager or designate, and forbids routes on unpaved streets or ones crossing state highways unless participants stay on sidewalks or the Illinois Department of Transportation signs off. 21-82 fixes the downtown route: assembly in the 200 and 300 blocks of Northeast Monroe Street, then southwest on Monroe to Main, southeast on Main to Jefferson, southwest on Jefferson to Liberty or Harrison, southeast to Adams, and northeast on Adams to a dispersal area in the 100 block of Northeast Adams. Sec. 21-62 requires fund-raising parades to supply one marshal for every half mile of route.
