Sec. 21-101. - Fees. The sponsor of any festival or carnival on city-owned parks or public grounds shall pay the city treasurer a fee at least 30 days prior to the date of the scheduled event based on the following schedule: (1)1 to 25 booths and vendors, $20.00 per booth or vendor.(2)26 to 50 booths and vendors, $1,000.00.(3)51 to 75 booths and vendors, $1,500.00.(4)76 or more booths and vendors, $2,000.00. Sec. 21-102. - Vendors and solicitors; registration required. No person shall sell or offer for sale any food, beverage, goods, wares or merchandise upon the approved site, and during the approved time for a festival or carnival; nor shall any person solicit or advertise for any goods, wares, merchandise or service, unless such person has registered with the sponsor pursuant to section 21-11 and has paid the sponsor the registration fee which the sponsor may require.

Article III of Chapter 21 governs festivals and carnivals on city-owned parks and public grounds. Under Sec. 00 for 76 or more. Sec. 21-102 separately bars anyone from selling food, beverages, goods, wares or merchandise, or soliciting for goods or services, on the approved festival site during the approved time unless they have registered with the sponsor under Sec. 21-11 and paid whatever registration fee the sponsor sets. That registration list, required at least 24 hours before the event starts under Sec. 21-11, must give the city each vendor's name, business address and telephone number, plus the responsible operator's name, address, telephone number and Social Security number.
The sponsor itself must first obtain the underlying event permit through the comptroller under Sec. 00 if either is present, per Sec. 21-10. If the sponsor charges admission, Sec. 00 per calendar day of the event.
Violations & Fines
Violating any provision of Chapter 21's festival rules, including selling without vendor registration under Sec. 21-102 or a sponsor skipping the Sec. 21-101 fee, is punishable under Sec. 21-18 by a fine of not less than $100.00, up to the maximum set in Sec. 1-5 of the Code. Each day of continued violation can be charged separately, and the city may also deny future permit applications to a sponsor with unpaid fees.
