Pocatello, ID Special Events & Permits: Parade Permits (2026)

Pocatello City Code Chapter 10.30 defines a parade as any march or procession of people, animals or vehicles on a public street, sidewalk or alley that does not comply with normal traffic regulations, and a motorcade as an organized procession of ten or more vehicles; funeral processions are excluded from both definitions. Section 10.30.020 makes it unlawful to conduct or knowingly participate in a parade or motorcade in the city without first obtaining a permit from the chief of police. Section 10.30.040 requires an application on city-provided forms at least fifteen days in advance, though the chief may in his discretion accept late applications.

Under 10.30.050, the chief issues the permit conditioned on the applicant's written agreement to its terms, and may specify the assembly area, starting time, route, disbanding area and time, number and type of vehicles, maximum sign size, and maximum length of the parade or motorcade. Section 10.30.060 lists five grounds for denial: unreasonable disruption of traffic, a diversion of police resources that would leave the rest of the city under-protected, conflict with another already-permitted parade, false or missing information in the application, or the applicant's refusal or inability to comply with permit conditions.

Section 10.30.070 lets the chief revoke a permit already granted if weather emergencies, civil disturbances or other conditions imperil persons or property along the route, with the applicant given a chance to reschedule. Section 10.30.030 separately bars anyone from knowingly joining or interfering with a permitted parade in violation of its terms or without the permittee's consent. Section 10.30.080 authorizes the police chief or a designee to prohibit parking along the parade route, set time limits, post signs, and have violating vehicles towed at the owner's expense.
