Chapter 12.24 of the Richland Municipal Code covers parades, street dances, and processions. Under § 12.24.030, a written parade permit application must state the parade's purpose, the place and hour of formation, the approximate number of cars, floats, marching units or bands, the proposed order and line of march, the organizing person or organization, and the parade's approximate duration; a street dance application states similar details about dancers, music, and duration. All applications go to the city clerk at least 15 days before the event, though § 12.24.040 lets the city manager shorten or waive that lead time for an unexpected occasion or visitors arriving with little notice.

The city manager, per § 12.24.050, can modify the formation point, line of march, or other details for traffic and safety, and can stop a parade or street dance to preserve public peace, health, safety, or morals. Section 12.24.130 requires a public liability insurance policy naming both the permittee and the city before a permit issues, with bodily injury limits of not less than $100,000 per person and $300,000 per occurrence, plus separate property damage coverage. Section 12.24.110 requires a police escort, assigned by the chief of police, for every parade, and § 12.24.100 bars any parade or street dance devoted primarily to advertising commercial products.
