Sec. 30-103(a) bars conducting, or knowingly joining, a public assembly on any public street, sidewalk, alley, park, or other public property without a permit issued by the director of public works, and separately bars unpermitted marching or gathering that would unduly disrupt traffic, firefighting equipment, or police and ambulance access. Because organizing a race, walk, or parade route takes the most coordination across city departments, Sec. 30-104(a) gives those events the longest lead time in the article: applications are due at least 120 calendar days before the event date.

Sec. 30-105(d) exempts several smaller gatherings from needing any permit at all: an assembly of fewer than 100 people in a park or on public property that isn't a street, alley, or sidewalk and doesn't involve a booth, stage, or temporary structure; five or fewer people on a sidewalk who don't block the ordinary flow of pedestrians; funeral processions; recreational jogging or walking; and military, police, or fire department activities. For everyone else, the director must approve or deny a complete application within 5 business days under Sec.

30-106, stating specific reasons and, if possible, suggested fixes for any denial, and an applicant can appeal to the city manager within 10 business days under Sec. 1. Sec. 2 lets the director revoke an issued permit if the chief of police determines an emergency threatens public safety, if the permittee violates a permit condition or any law while conducting the assembly, or if application information was or becomes false, with oral notice within 48 hours and written notice within 5 business days.
