Sacramento, CA Special Events & Permits: Parade Permits (2026)

Sacramento City Code § 12.48.010 defines a 'special event' to include 'an assembly of more than fifty (50) persons to conduct a parade, march, or procession that will occupy all or any portion of a public street, sidewalk, alley, or park for a period of more than thirty (30) minutes.' Section 12.48.020(A) makes it unlawful to organize, sponsor, conduct, or participate in such an event without a special event permit issued by the city manager, unless the event qualifies for the narrow exemptions in § 12.48.030 (no street/sidewalk/alley/park closure, no amplified sound, pyrotechnics, temporary fencing, structures, commercial activity, or alcohol) or is waived under § 12.48.040 for short-notice free-speech assemblies.

The permit must be displayed during the parade and shown to any city official on demand. Applicants must file with the city manager at least sixty days before the event under § 12.48.080(A); for parades specifically, § 12.48.080(B)(9) requires disclosing the maximum parade length, the number and type of bands, sound vehicles, marching units, animals, and floats, and the spacing and speed planned between units. A nonrefundable application fee applies under § 12.48.050, plus permit fees for exclusive street use, agency-coordination surcharges, police/fire/park-ranger staffing, and a damage deposit under § 12.48.060.

The city manager must act on a timely application within forty-five days under § 12.48.110(A)(1), and may deny or revoke a permit under § 12.48.120 for reasons including undue interference with traffic, freeway access, or emergency services, insufficient street/sidewalk capacity for the expected crowd, or the applicant's history of permit violations within the prior three years.
