SVMC § 5.15.010(C) defines a "parade" as any march or procession of people, animals, bicycles, or vehicles, excluding wedding and funeral processions, upon a public street or sidewalk that does not comply with adopted traffic regulations or controls; a separately defined "run" covers organized races or processions of people or bicycles. Both fall under the special-event permit scheme in § 5.15.020, filed with the parks and recreation director at least four weeks ahead under § 5.15.050. Because a parade moves through the City rather than occupying one site, the application under § 5.15.040 must include the specific proposed route with a map and written narrative, the assembly and disbanding locations, any proposed reviewing stands, proposed alternate routes, the number of persons, animals, and vehicles expected, the kinds of animals involved, and the number of marshals needed to control participants and spectators along the route.

The director must deny a parade permit if its route or timing would unreasonably disrupt traffic flow, require an unreasonable diversion of police officers, or block an arterial during the 7:00-9:00 a.m. or 4:00-6:00 p.m. weekday commute windows under § 5.15.080. The applicant bears the cost of any traffic control the director deems necessary for the route under § 5.15.090, and must carry $1,000,000/$2,000,000 liability coverage and post a cleanup bond of $50 to $1,000 under §§ 5.15.070 and 5.15.060.
