Spokane Valley, WA Special Events & Permits: Park Event Permits (2026)

SVMC § 6.05.040 requires a special event permit before holding a special event in any City park, processed under Chapter 5.15 SVMC. A 'special event' under SVMC § 5.15.010 covers parades, runs, street dances, fundraisers, carnivals, and any activity open to the public expecting 200 or more attendees, or any private event using public property for gain. Applications must be filed with the parks and recreation director at least four weeks before the event (SVMC § 5.15.050) and must disclose the applicant's contact information, event purpose, location, dates, crowd and vehicle estimates, sound equipment plans, sanitation facilities, and insurance and bond details (SVMC § 5.15.040).

The director may require a cash deposit or performance bond of between $50 and $1,000 to guarantee cleanup, referring anything likely to exceed $1,000 in cleanup costs to the city council (SVMC § 5.15.060). Applicants must also carry liability insurance with a $1,000,000 per-occurrence and $2,000,000 aggregate combined single limit naming the City as an additional insured, and must defend and indemnify the City against claims arising from the event (SVMC § 5.15.070). The director can impose special conditions, cancel a permit for good cause with at least 24 hours' notice when possible, and a denial or cancellation may be appealed to the city manager by filing a written appeal with the city clerk within 10 days (SVMC § 6.05.040).
