Article II of Chapter 25 regulates 'outdoor public assembly,' defined in § 25-37 to include 'any ceremony, show, exhibition, concert, pageant, rally, demonstration or parade' held on a street or sidewalk. ' Applicants engaged in public-issue or political speech scheduled less than 30 days out may file as little as five working days ahead under § 25-73(c). The application must disclose the organizer, event type, hours, expected crowd size, route (for parades), any sound or signage equipment, and whether alcohol will be sold. Section 25-74 sets the standards the Chief of Police must find satisfied before issuing a permit: the assembly must not unduly disturb traffic, must have adequate sanitation and parking, and a parade cannot be held primarily to advertise a product or for profit.
