Waukesha, WI Special Events & Permits: Parade Permits (2026)

Sec. 16 requires notice at least 5 days before a parade or demonstration expected to interfere with normal traffic, filed with the City Clerk on a free application listing organizers, date, time, route, expected participants, and whether vehicles or animals are involved. Copies go to Police, Fire, Public Works, Metro Transit, Parks Recreation and Forestry, and the City Attorney, who have 3 days to recommend approval or denial; the City Clerk must issue the permit or deny it within 4 business days, or the application is deemed approved.

Denials can be appealed to the Mayor or a designee within 1 business day, with a hearing held within 5 business days; if no hearing is held in time, the permit issues automatically. , may not use arterials, detour routes, or construction areas, and may not block Public Rights of Way with stationary objects without a separate Closure Permit under Sec. 17. Exceptions from the permit requirement exist for demonstrations under 15 people off the street, sidewalk parades no more than two abreast, spontaneous events with no advance planning, and funeral processions. Applicants must clean up after the event and reimburse the City for any damage or cleanup costs.
