Full Breakdown
County code defines an 'entertainment event' to include parades, carnivals, fairs, concerts and block parties involving more than 50 preplanned participants, and folds parades into the broader 'special event' permit scheme. Organizing or holding a special event, or closing a street or sidewalk for one, without first getting a permit and paying required fees is unlawful. Gatherings of 50 or fewer people and events inside an incorporated city are exempt from this permit requirement.
Violations & Fines
Holding a special event, including a parade, without a permit is a Class B misdemeanor; the sheriff's office may also stop the event and issue citations for related violations (§14.56.040, §14.56.140).
