Bannock County, ID Special Events & Permits: Park Event Permits (2026)

Chapter 12.20 governs the Bannock County Downey Fairgrounds, Events Center and Portneuf Wellness Complex, all defined as recreation and events services areas under § 12.20.020. Section 12.20.040(C) puts fee-setting in the hands of the board of county commissioners by resolution, meaning the amounts aren't fixed in the code itself but adopted separately, and it directs anyone wanting to book a facility to reserve it through the events center staff rather than the department director generally. The same subsection lets the board consider waiving fees for nonprofit organizations, but carves out an exception: fees at the Portneuf Wellness Complex specifically cannot be waived for nonprofits.

Booking a facility also brings a user under the rest of Chapter 12.20's rules for these areas, including § 12.20.030(E)-(F), which lets the board or director limit, deny or close access to any part of the property for health, safety or operational reasons, and § 12.20.060(C), which requires board authorization before anyone possesses or uses fireworks there. Section 12.20.080(A) separately bars operating any business, enterprise or concession at these sites without the board's prior written authorization or contract, relevant to vendors at a reserved event.
