Burlington, NC Special Events & Permits: Park Event Permits (2026)

Chapter 31, Article III of the Burlington City Code creates the Department of Recreation and Parks and, in Section 31-43, gives it authority to plan and conduct "a system of supervised recreation and cultural events for the city," expressly including "receiving, coordinating and approving applications, permits and all requirements of the city for special events." Section 31-44 narrows that general grant into the operative permit rule: the department "is responsible for carrying out special event policies approved by the council," and it "permits and coordinates special events" while assuring city requirements are met, naming insurance, serving of alcohol, and city council action on street closings as conditions an organizer may have to clear.

The same section authorizes the city council to set the permit fee the department charges applicants. Because the fee amount and the underlying event policies come from council action rather than a dollar figure printed in the Code itself, an organizer reserving a shelter, field, or public space, whether at City Park, a Lake Mackintosh or Lake Cammack facility, or downtown for a parade route, should confirm the current fee and any council-approved insurance or alcohol conditions with Recreation and Parks before the event date, since the department's approval is what triggers any street closing action by the council.
