Full Breakdown

Section 66-39 requires anyone seeking exclusive use of a city park or facility to reserve it 30 to 90 days in advance and pay all deposits and rental fees at the time of reservation. The application filed with the public works director must state the applicant's name and address, the sponsoring organization if any, the day and hours requested, the specific park or portion sought, the anticipated attendance, and anything else the director reasonably needs to decide. The director issues a permit only after finding the proposed use won't unreasonably interfere with general public enjoyment of the park unless the whole park is reserved, won't likely incite violence or disorder, won't require unusual or burdensome police or public works expense unless the applicant agrees to cover it, doesn't conflict with an existing reservation, and comes with adequate plans for trash cleanup, parking and traffic control.

00 in insurance indemnifying the city. The public works director can revoke a permit for a rule or ordinance violation or for good cause, and city police can order an event terminated on the spot if it contributes to public disorder or endangers life or property. Anyone who fails to pay damage fees or follow the rules can be denied future park rentals. The section dates to Ord. No. 700, § 9, adopted June 25, 1996.

Violations & Fines

Using a city park or facility for an exclusive event without a permit, or violating a permit's conditions once issued, exposes the organizer to on-the-spot revocation by the public works director and possible event termination by city police if it threatens public order or safety; unpaid damage fees or rule violations can also bar future park rentals under § 66-39(3).
