1 requires that whenever a group, association or organization wants to use park facilities for a picnic, party, theatrical performance or similar purpose, a representative must first obtain a permit from the Director of Parks and Recreation. 3, no person may organize an assembly, make speeches, or run a musical program or festival in a park without carrying that permit, though the requirement does not apply to supervised school activities or governmental agencies acting within their functions. 4 sets the filing window at not less than 20 days nor more than 108 days before the event, and the sworn application must list the organizer's name and address, the responsible chairman's contact information, the date, the specific park or area requested, expected attendance, and start/end times.

If the event involves alcohol sold or distributed by a nonprofit under a New Jersey Division of Alcoholic Beverage Control special permit, the applicant must also pay a nonrefundable $25 fee, and alcohol use is confined to just three parks: Papaianni Park (formerly Central Avenue Park), Yelencsics Park (formerly Raritan Park), and Elder Park. 5 directs the Director to issue the permit if the activity will not unreasonably interfere with the public's enjoyment of the park, will not disrupt traffic or require diverting so many police officers that normal protection suffers, is not likely to cause injury or incite disorder, and is not held solely to advertise a product or for private profit.

6 gives the Director five days after filing to act on the application, and every issued permit must state the date of the activity, the park or portion of it to be used, and the start and end times. 2 lets the Director require an indemnity bond to protect the Township from liability and property damage, and a bond is mandatory if the group plans to use the swimming pool.
