Gilroy, CA Special Events & Permits: Park Event Permits (2026)

Anyone who wants exclusive or extended use of a Gilroy park picnic area, pavilion, or sports facility must obtain a permit under Section 18.9 of the City Code. The section does not fix the fees itself; instead it directs the Gilroy City Council to set permit fees, damage deposits, and cleaning deposits by resolution, and to determine what an application must contain. The recreation director administers the permit program day to day, reviewing applications and collecting the council-set fees and deposits. Section 18.10 backs this up by letting the director promulgate additional rules and regulations governing use of the city's parks and recreational facilities, with copies kept on file at the city clerk's office for public review.

For specific facilities such as the Oaks and Lakeside picnic areas at Las Animas Park or the Mulberry, Walnut, and Sycamore areas at Christmas Hill Park, Section 18.6 shows how a reservation permit interacts with other park rules: a valid city reservation for one of these areas is what allows beer and wine consumption there between 4:00 p.m. and 8:00 p.m. on weekdays and noon to 8:00 p.m. on weekends and holidays, subject to conditions the community services director may modify through that same permit.

Larger public gatherings, such as a parade, carnival, or festival that could draw a crowd, may also trigger Chapter 18C, which lets the police chief require paid security personnel as a condition of any city permit for the event. Anyone denied a permit can appeal; Section 18.6 sends liquor-permit denials to the city administrator, whose decision is final.
