Lodi, CA Special Events & Permits: Park Event Permits (2026)

Lodi's Parks, Recreation and Cultural Services Department administers permits for use of Recreational Areas under Chapter 12.16 of the Municipal Code. A permit is mandatory for any event drawing 25 or more participants, any event advertised to the public, organized league or team practices, scrimmages or clinics, any business-run event, and most commercial activity in a park (Lodi Municipal Code § 12.16.100). Applicants file with the Director on a city form giving the sponsor's contact information, dates, hours, requested Recreational Area, estimated attendance and security arrangements.

Groups expecting more than 100 attendees must apply at least 30 days ahead unless they waive their appeal rights in exchange for a shorter window (§ 12.16.110(B)). Fees, set by council resolution, are due seven days before use, except Hutchins Street Square rentals, which require payment 90 days in advance (§ 12.16.110(K)). The Director can condition a permit on liability insurance, a hold-harmless agreement, and a security bond or city-approved private security to cover police costs and potential property damage (§ 12.16.110(F)-(H)). Permits are denied if the site cannot accommodate the activity, if the event would divert too many police officers, if the applicant refuses required conditions, or if the activity would violate any law (§ 12.16.120(B)).

No fee-facility use may begin until the permit issues and fees are paid (§ 12.16.130), and permit holders must produce their permit on request from a city employee or officer (§ 12.16.190). A group of 24 or fewer can use an unfenced, unreserved Athletic Field without a permit provided the use is not recurring more than twice a month and is not commercial (§ 12.16.200). Denials can be appealed to the city clerk within five calendar days, with a City Manager hearing held within 21 business days and a final decision issued within five business days (§ 12.16.210).
