(a)No person shall possess, have within the person's immediate control, display, consume or use intoxicating liquor, or 3.2 malt liquor in or upon any public park or parkway unless a permit has first been issued therefore by the park board.(b)Every applicant proposing an event that will be open to the public or any event at which any intoxicating liquor, or 3.2 malt liquor will be sold or otherwise provided in exchange for consideration must be covered by an applicable license prior to the issuance of any permit under subsection (a).
