Menifee, CA Special Events & Permits: Park Event Permits (2026)

260(A) requires anyone 18 or older who wants to reserve a football, soccer or ball field, tennis court, swimming pool, picnic facility, open space area or other park facility to apply in writing for a permit naming the facility, proposed use, date and permittee. Division (B) lists 15 activities that specifically trigger the permit requirement, including any recurring event (weekly, biweekly or monthly) drawing more than 25 people per day, commercial sales or advertising, alcohol sales, use of more than one park, amplified sound beyond a personal radio, erecting a stage or tent, outdoor auxiliary power use, aircraft landings, mechanical rides, and film or broadcast productions.

Applications go to the City Manager or designee at least 10 working days before, and no more than 18 months before, the intended use, through the Department of City Manager/Community Services or the city website; fees set by ordinance or resolution are due at the same 10-day mark. Under division (I)(1), if no written denial or conditional approval issues within 30 working days of a complete filing, the permit is deemed conditionally granted, though the City Manager can extend review by 10 more working days by written notice.

Division (E) lets the City Manager attach conditions covering event routing, first aid, monitors, vehicle and animal limits, structure inspection by Riverside Fire Department, cleanup, and amplified-sound restrictions. Division (K) gives an applicant the right to appeal a denial, a permit condition, an insurance determination or a cleanup-deposit decision by filing a written appeal with the City Manager within five working days of the determination; the City Manager then has five working days to affirm, modify or reverse, or the original decision is deemed reversed under division (L).
