Middleton, WI Special Events & Permits: Park Event Permits (2026)

Section 21.02(1), Group Permits, requires any group wishing to reserve a shelter area, park, or other park facility in the City of Middleton to apply for and obtain a written permit from the Parks and Recreation Department, with the Board of Park, Recreation and Forestry Commissioners approving the request first. Once issued, the permit does not exempt the group from the ordinary rules that apply to casual park users under the rest of Chapter 21, such as the park hours in Section 21.01(2)(a), the alcohol restrictions in Section 21.01(2)(l), and the amplified-sound permit requirement in Section 21.01(2)(d) tied to Section 7.15.

If the gathering rises to the level of a 'special event' as defined in Section 7.17(2), which generally covers larger organized gatherings needing City services or road or park closures, the group needs a separate special event permit under Section 7.17 in addition to the facility reservation. Section 21.02(2) layers on a commercial-activity restriction: no one may sell or offer merchandise, or solicit sales or subscriptions, inside a City park, except that a civic group, service club, or veterans' organization holding a Section 21.02(1) permit for a community festival or carnival may sell on the dates the permit covers, and craft sales run by Parks and Recreation staff are exempt.

Section 21.10 subjects violations of the whole chapter, including permit misuse, to the standard municipal forfeiture. Interference with a permit holder's authorized use of a shelter or facility is separately prohibited at Section 21.01(2)(r).
