Norfolk, VA Special Events & Permits: Park Event Permits (2026)

Article IV, Division 2 of Chapter 30 governs permits for the private use of Norfolk parks and recreation facilities other than the city's festival parks, which fall under Division 3. Under Sec. 30-49, anyone seeking to rent a park, field, or recreation area for a private purpose must file an application with the director of parks and recreation naming the applicant and any sponsoring organization, the day, hours and proposed use, the specific park or portion desired, and an estimated attendance, along with a $25 nonrefundable application fee.

Sec. 30-43 sets the standard the director applies: a permit must be issued unless the activity would unreasonably interfere with the public's enjoyment of the park, would unreasonably interfere with public health, welfare, safety or recreation, is reasonably anticipated to incite violence, crime or disorder, would require unusual or burdensome city expense or police operation, or the space is already reserved for another use at the requested date and time. If the director denies an application, the applicant must be told the reasons in writing within fourteen days and may appeal to the city manager within fourteen days of that notice; the city manager's decision is final.

Sec. 30-49 also sets cancellation fees of 10% of the rental cost or $25, whichever is greater, for cancellations 30 or more days before the event, rising to 25% or $50, whichever is greater, for later cancellations. Permit holders remain bound by all park rules under Sec. 30-45 and are liable for damages under Sec. 30-46, and the director can revoke a permit under Sec. 30-48 for a rule violation or other good cause.
