15 of the Parker Code of Ordinances, any group-sponsored event or game that uses a city park facility must be prescheduled with, and approved by, the City Administrator or Mayor before it happens; the section gives no automatic right to reserve a facility just by showing up. 13 so that an approved event can, for example, use additional parking areas that would otherwise be off-limits. 15(C) makes it unlawful to advertise an event, meeting, or activity, or its time, permitted hours, or usage, in a park facility unless the City Administrator or Mayor has already approved the event and that advertising.

16 places the financial risk on the organizer: the person, group, organization, or entity reserving the park facility is responsible for all damage to city property and for the cost of any park maintenance, emergency, or public-safety services, including police and fire, dispatched to the facility because of the group's misuse or unlawful use of it. 15. 99: a misdemeanor punishable by a fine of up to $500 per offense, with each day of a continuing violation treated separately.
