Sec. 38-76 requires any person "desiring reservation privileges to hold, conduct or gather for any picnic, celebration, parade or service or to assemble for any purpose whatsoever in any public park or civic plaza" to first apply for and receive a written permit from the director. If the director judges an assembly hazardous to public facilities or public welfare, the applicant must arrange adequate policing with the chief of police, and written confirmation that arrangements were made must be on file before the permit issues.

Reservation mechanics come from the companion Sec. 38-74: reservations for exclusive use of a special park area go through the community services director on a first-come, first-served basis, though a reservation request for more than three hours can be summarily denied if made more than a week ahead so later requests get a fair chance. No single group may reserve more than 15 percent of a park's area exclusively, except for facilities built for specific uses like baseball diamonds or tennis courts. Amplified sound, public address systems and percussion instruments in a park also require their own written permit from the community services director under Sec.

38-74(b), and use without one is a separate misdemeanor. Someone who disrupts a group that holds a valid reservation, after being warned and shown the permit, is guilty of a misdemeanor under Sec. 38-74(d).
