Full Breakdown
Carson Municipal Code § 4139 requires any group, company, society or organization of twenty-five (25) or more individuals to obtain a permit from the Recreation and Community Services Department before using a City-operated public park for any purpose. A companion section, CMC § 4138, separately requires a permit -- plus a Council-set fee -- to reserve a park picnic shelter, regardless of group size. Both sections direct the Department to issue permits in the order applications are received: within two days for large-group permits and three days for picnic shelter permits, unless the applicant agrees to an extension.
Violations & Fines
Using a Carson park with a group of 25 or more, or occupying a picnic shelter, without the required Recreation and Community Services Department permit violates CMC §§ 4138-4139 and can trigger an order to vacate the area.
