Provo, UT Special Events & Permits: Park Event Permits (2026)

Anyone wanting exclusive use of a Provo park, or use of park equipment for a public gathering that excludes other people, must get a reservation permit first. 020(1) requires the person, group or organization to obtain that permit from the Parks and Recreation Department and pay an appropriate fee for reserving the area for a set period. The City will only grant the permit after the applicant shows, to the City's satisfaction, that adequate public restroom facilities are available and that the gathering, whether public or private, can be conducted without unreasonably disturbing the surrounding neighborhood through noise, lighting, parking or similar conditions.

This reservation system covers meetings, whether public or private, held using the park's equipment or an exclusive area of the park. 020(2) then adds a flatly separate rule: selling anything, or engaging in any commercial activity, in a City park is unlawful, for profit or not, unless the Parks and Recreation Director gives prior written consent. That commercial-activity ban applies whether or not the group already holds a reservation permit for exclusive gathering use. 020's park-specific reservation and sales rules as the operative requirement for smaller park gatherings.
