Orem, UT Special Events & Permits: Park Event Permits (2026)

Orem defines a 'park' broadly under Article 13-1 to include any city-owned park, adjacent parking lots, restrooms and other on-site structures, plus the public property next to the Orem City Center. A revenue-generating event on that property, such as a craft fair with vendor booths, a paid fitness class, a ticketed concert or a commercial photo shoot, requires prior permission from the Department of Recreation before it can be held (13-1-4). The same Article gives the Department authority over related park conduct organizers must also plan around: vehicles may only be driven on paved roads provided for that purpose, and only with the Department's permission (13-1-5); parking is restricted to designated public parking areas (13-1-6); and any animal other than a leashed dog needs the Department's separate advance permission to be brought into a park (13-1-7).

Organizers who also want alcohol served need a further exemption from the Director of the Department of Recreation or a designee, since alcoholic beverages are otherwise banned on city-owned property (13-1-9). Article 13-1 defines a 'mass gathering' as an outdoor assembly of 25 or more people on city-owned property expected to last at least one hour, a threshold organizers should expect the Department to weigh when scoping permission for a park event. Article 13-1 does not create its own separate fine schedule for unpermitted revenue events, leaving enforcement to the code's general penalty provisions.
