Rockdale County, GA Special Events & Permits: Park Event Permits (2026)

Section 218-2(a) makes it unlawful to conduct a special event on public property, including county parks, streets, sidewalks and rights-of-way, in unincorporated Rockdale County without first getting a permit, and even an approved permit is only valid for up to ten consecutive days. Applications go to the Department of Planning and Development at least 30 days before the event, must carry a nonrefundable application fee set by the Board of Commissioners, and must include a boundary map, attendance estimate and, for any event on public property, proof of at least $500,000 in combined general liability insurance naming Rockdale County as an additional insured.

Once attendance is expected to hit 100 people, Section 218-2(e) requires the permit holder to provide temporary toilets, and once it hits 50, temporary garbage receptacles, with the number and placement of both set by the Rockdale County Environmental Health Department. The permit holder must also clean the park or other public property back to its pre-event condition within 24 hours or the county will do it and bill the difference. The director must issue, conditionally issue or deny the application within 20 days, and a denial can be appealed to the board of adjustment and, beyond that, by writ of certiorari to Rockdale County Superior Court.
