Rockdale County, GA Special Events & Permits: Street Fair Rules (2026)

Section 218-2(d) puts vendor management for any special event on public property, streets, sidewalks, rights-of-way and parks, in the hands of the event's permit holder rather than the county. Subsection (1) allows the sale of food, merchandise or services as part of a permitted event only if the vendor is approved and authorized in writing by the permit holder and follows whatever conditions the permit holder submitted with the permit application; vending on private property is flatly prohibited, and beer, wine and liquor sales, service or consumption are banned on public property regardless of authorization.

Subsection (2) gives the permit holder sole authority to allow or disallow sidewalk or street vending and to designate where vendors operate; a vendor who sets up outside that authorization is acting unlawfully. Subsection (3) requires every authorized vendor to display a badge at least three inches by three inches identifying them as an official event participant and bearing the permit holder's signature. Subsection (4) puts any food vendor, hot or cold, under the rules of the Rockdale County Environmental Health Department, and makes the permit holder responsible for ensuring vendors comply.
