The Roswell Recreation, Parks, Historic and Cultural Affairs Department shall schedule the use of all city parks, including Town Square and Heart of Roswell Park, for organized activities, programs, assemblages, gatherings or games. No individual or group shall erect any booth or stand or sell any article within the limits of any city park, including the Town Square, without the express written consent of the director of the recreation, parks, historic and cultural affairs department or his authorized representative. Such consent may also be given by the mayor and council, provided the recreation, parks and historic and cultural affairs department is made aware of the proposed use and it does not conflict with other scheduled activities.
