Code Sec. 42-28(a) makes it unlawful to engage in any park activity that requires a permit or ticket without first obtaining it. The city manager is directed to recommend a permit application procedure to city council, and under subsection (c) the city manager sets guidelines for permitted park uses designed to protect public safety, protect the parks themselves, respect constitutional rights and promote reasonable use, which the recreation and parks director then implements. Subsection (e) puts the recreation and parks department in charge of scheduling all organized activities, programs, assemblages, gatherings or games in city parks, meaning a group that wants to reserve a field, pavilion or open space for an organized event has to go through that department rather than simply claiming the space.

Subsection (f) adds a separate vending restriction: no individual or group may erect a booth or stand, or sell any article, within a city park without the written consent of the recreation and parks director or an authorized representative, which covers vendors at markets, fundraisers or festivals held on park property. The director of recreation and parks also has standing authority under Sec. 42-27 to post additional rules and regulations for the orderly management of parks and recreation facilities, and any organization that leases or holds a user agreement for a city park or facility must post its own operating rules and provide copies to the director, though those rules can never override the Code itself.
