Section 50-111 sits in Article IV's special-events chapter and controls who can sell at a permitted street fair, festival, or similar event. Subsection (a) allows vendor sales only as a component of a permitted special event, and only where the event's producer authorizes each vendor in writing and imposes written conditions submitted as part of the permit application. Subsection (b) places sole responsibility and control over all food and merchandise vendors on the producer, including designating where vendors set up and what activities they may conduct.

Subsection (c) exempts an authorized vendor from having to obtain a separate city vendor permit to operate during the event, but subsection (d) carves out food safety: food vendors must still comply with the county health department's rules on food preparation and service regardless of the permit exemption. Section 50-112 adds enforcement teeth: every authorized vendor must prominently display a producer-issued, signed badge identifying them as authorized, and it is unlawful for an unauthorized vendor to do business within 100 yards of the event from one hour before it starts until one hour after it ends.

The same section lets the permit authorize street and intersection closures for the event, and makes the producer responsible for having vendors clear all structures, trash, and debris from the area by the time stated in the permit for reopening the streets.
