090(A) requires anyone seeking a permit under Title 14 to apply to the City Manager on forms it provides, supplying the information the City Manager deems appropriate, and to pay any established fee, provided that no fee shall be charged where the event involves an exercise of free speech rights. 090(B) lets the City attach reasonable conditions to ensure the use is compatible with normal park operations, including limits on the times, locations and number of people permitted at the event, restrictions on the type of equipment allowed, a requirement that the applicant supply private security or patrol if the use would burden police services, mandatory temporary sanitary facilities and trash containers, and a requirement to post fees, deposits or other security covering any extraordinary City costs.
